I bought a 50 lb bag of "play sand" at the local hardware store and used that as ballast instead. This does a great job of damping the motion of the heavy bag as you work out. If you never have hit a punching bag before, it builds momentum rather fast and makes it hard to keep training efficiently. You just fill this bag with water and attach the bunji cord that comes with it and it keeps your Punching bag in place allowing you to pummel it to your heart content with out the bag flying everywhere.
